Windows 10 copy user profile greyed out

When I press ctrl-alt-del on a particular windows 2003 server, the Username and Password fields are greyed out, so I can't login. I'm logging in remotely using VNC if that makes any difference, but my colleague has checked the real console and gets the same results.

If I didn't, even with a default folder specified in the add new user dialog and created by Windows, on initial login to the new user account a folder username.computername would be created in the Users folder. Upon opening up windows XP User Profiles and trying to delete or copy to another profile , the button is greyed out. Even though you have logged out of the account in question if you would like to delete it or copy to or from it Windows XP thinks its open.

Compare Profile entries (IOW file names rather then contents) between greyed out & not & see if anything stands out. Compare prefs.js between greyed out & not. If your test Profile allows changes, exit, then copy prefs.js from greyed out into test & see if changes are still allowed. Do you have any user.js files?
